October 6, 2026Hardware Association Ireland pledges to continue campaign for stronger investment incentives and removal of barriers to conversion
Hardware Association Ireland (HAI) has today, Tuesday 6th October, expressed disappointment that today’s Budget does not go far enough to encourage investment in vacant above-the-shop properties and bring much-needed homes into use.
Responding to the announcements by Finance Minister Simon Harris and Public Expenditure Minister Jack Chambers, the Association said not extending the eligibility for the grant to limited companies is a missed opportunity to see tens of thousands of homes above shops brought back to life.
While acknowledging the Government’s commitment to increasing housing supply, the Association said stronger action was needed to make these projects financially viable and attract investment at scale.
Commenting, Martin Markey, Hardware Association Ireland Chief Executive said: “This Budget was an opportunity to give property owners, builders and investors the confidence to turn vacant space above our shops into homes. Unfortunately, the measures announced do not go far enough.
“We recognise that Ministers Simon Harris and Jack Chambers face competing demands. However, the housing crisis requires practical decisions that enable people to invest and deliver. Leaving viable housing opportunities unrealised carries a cost for families, businesses and communities.
If the eligibility rules exclude those capable of delivering projects, the potential will remain untapped.”
Hardware Association Ireland said financial measures must also be accompanied by clearer technical guidance, more efficient planning processes and coordinated support for applicants, while maintaining safety and building standards.
The Association said its campaign would continue to focus on widening access to support and making it easier to undertake projects involving several properties.
